The Department of Education (DepEd) recently released the OUA MEMO 00-0620-0030 MEMORANDUM that determines the DepEd Minimum Specification for ICT Equipment and Internet Service such as Laptops, Desktops, Tablets, Smartphone, and Internet data services. These devices, which will be used for distance learning, include laptops, desktops, convertibles, tablets, smartphones, and internet services.

MINIMUM SPECIFICATIONS FOR ICT EQUIPMENT AND INTERNET SERVICES TO BE DONATED TO SCHOOLS, TEACHERS AND/OR LEARNERS, MICROSOFT LICENSING, AND DONATION MATTERS

The Office of the Undersecretary for Administration, through the Information and Communications Technology (ICTS), recommends the attached minimum specifications for laptops, desktops, tablet PCs, tablets, smartphones and internet services that will be donated to public schools, teachers and/or students. These minimum specifications will facilitate the conduct of distance education under the COVID-19 pandemic and such other emergencies in the future, and will be appropriate to digital contents and software applications that will be installed by DepEd.

There is no need to purchase Microsoft Office as DepEd already has a special Volume Licensing Arrangement that allows the said software to be installed in all devices used in public schools.

Upon request, DepEd can arrange an “Email of Eligibility” for donors from Microsoft that can be provided to device manufacturers to build fresh devices with discounted Windows 10 Operating System.

Moreover, donors or benefactors are encouraged to indicate whether the provision of ICT gadgets are given by way of donation or by commodatum. In the case of donations, it is recommended that such be made through a Deed of Donation, in favor of the Schools Division Office (SDO) or the schools themselves (if these schools are implementing units), for purposes of proper recording and accountability. In the case of commodatum, the same should be made, through written agreement, in favor of the Schools Division Office (SDO) or the schools themselves (if these schools are implementing units), also for purposes of proper recording and accountability. However, the benefactor, is not precluded to make donations directly in favor of the teachers and students, in which case, the DepEd is under no obligation to undertake monitoring and control of inventory or render final accounting of the items.

Upon request, DepEd may also provide copies of terms of reference and bidding documents that have been used in previous successful procurements of ICT equipment for ready reference of the donor.

Laptops for teachers (Desktop for students):

  • Processor: 1.6GHz Base Speed w/ Turbo Speed
  • Memory: 8GB RAM
  • Monitor: 13-inch FHD (1920 x 1080), Anti-Glare LED or IPS
  • Storage: 512GB HDD SATA
  • Audio: 6Ohm/1W speaker x2 Built-in Speakers, 3.5mm headphone jack
  • Camera: Built-in (separate for desktop)
  • Connectivity: WiFi 802.11 b/g/n/ac, Bluetooth
  • Ports: 1x USB 3.0, 1x SD/MicroSD, 1x Combo Audio Jack, 1x HDMI/MicroHDMI
  • Keyboard: US English Layout, Standard Size
  • Mouse: Optical, Wireless (or w/ wire for desktop)
  • Headset: Over-the-head, 3.5mm audio jack connection
  • Touchpad: Multi-touch or Touch Pad w/ 2 buttons (none for desktoP)
  • Power Adapter: Type-C or Standard AC/DC Adapter
  • HDD Partition: Drive C (system) and Drive D (data)
  • Reset: Any key to restore the host laptop in its original state in case of breakdown
  • Preference: Preferably branded, and if volume may allow, casing should be Cyan Blue — CMYK (71,53,0,12) as anti-fencing measure

2-in-1 Tablet PC (for Junior and Senior HS students):

  • Device Type: Convertible or Detachable Keyboard
  • Processor: 1.1GHz base clock, w/ Turbo Speed
  • Memory: 4GB DDR3
  • Monitor/Display: 10-inch HD (1024 x 720), Anti-Glare LED or IPS
  • Storage: 32GB
  • Audio 6 Ohm/1W speaker x2 Built-in, 3.5mm audio jack
  • Camera: Built-in
  • Connectivity: WiFi 802.11 b/g/n/ac, Bluetooth
  • Ports: 1x USB 2.0 or 3.0, 1x HDMI/micro HDMI, 1x combo audio jack
  • Keyboard: US English Layout, Standard size

  • Interface: microUSB or Type-C, 3.5mm audio jack
  • OS: Android 9.0
  • Preference: Preferably branded, drop-proof and waterproof, and if volume may allow, casing should be Cyan Blue — CMYK (71,53,0,12) as anti-fencing measure

Smartphone:

  • Processor: 2.0GHz octa-core
  • Memory: 2GB
  • Display: 6-inch HD (1520 x 720) IPS LCD
  • Storage: 32GB
  • Camera: Front and rear
  • Network: LTE/HSPA/GSM, WiFi 802.11 b/g/n, Bluetooth
  • SIIM: Dual-SIM
  • Interface: micro USB or Type-C, 3.5mm audio jack
  • OS: Android 8.1
  • Preference: Preferably branded, drop-proof and waterproof, and if volume may allow, the casing should be Cyan Blue — CMYK (71,53,0,12) as an anti-fencing measure

Minimum Internet Services

  • Students: 300PHP per month with 6GB bandwidth
  • Teachers: 500PHP with 10GB bandwidth
