The Department of Education DepEd expresses no opposition to the bill that will grant President Duterte to reschedule the class opening beyond August.
In an online press briefing, DepEd Undersecretary and Chief of Staff Atty. Nepomuceno Malaluan said that DepEd welcomes “the expansion [of] the discretion on the school opening especially in times of crisis” such as the COVID-19 pandemic.
“We have stated our position, had there been a bill that would set a very specific date for opening, we might have objected to that but if it is to give the (DepEd) or the Executive (branch) or the President broader discretion in times of emergencies like these, we express no opposition to that,” he said.
The Senate Bill No. 1541 is the bill that will authorize the President to set the opening of classes beyond August. During its hybrid session, SB No. 1541 – which seeks to amend Section 3 of Republic Act (RA) 7797 or “An Act to Lengthen the School Calendar from Two Hundred (200) Days to Not More Than Two Hundred Twenty (220) Class Days” – has been approved on the third and final reading. The law mandates the start of the school year from the first Monday of June to the last day of August.

The Teachers’ Dignity Coalition (TDC) also expressed optimism that the existing school calendar would be revised specially as the country continues to fight with the COVID-19 pandemic.
According to them, the revised school calendar schedule would provide flexibility to the authorities to determine the date of opening of classes during an emergency.
“We have seen how our parents, especially those in the poorest section of our society responded on distance learning approach – whether online which will be needing internet connectivity or modular, which necessitates a minimal (level of) academic skills for parents or guardians,” said TDC National Chairperson Basas said. “The reality is, we are not prepared or perhaps we need a little more time to prepare,” he added.
